Keynote speaker: Prof. Wendy L. Currie (Audencia Business School, Nantes, FR)

Title: Moving Towards Digital Health in the European Union: Policy and Practice Asymmetry

Short abstract: EU policy on digital health encourages each member state to adopt cross-border healthcare by improving citizens' access to health technology. However, a digital divide exists in the EU, as some member states have highly developed digital health and eGovernment systems, with others falling behind. A significant body of MIS research focuses on the digital artefacts used in healthcare, with many studies using the country or organization as the unit of analysis.  In this talk, I explore cross-national comparisons of 27 EU member states, combining health system and digital technology indicators/metrics to evaluate country-level performance. A taxonomy of digital health country profiles identifies four types: frontrunners, followers, leap-froggers, and laggards. Using an institutional analysis, I explore the asymmetries of policy and practice in countries and regions. The talk concludes by suggesting that MIS research on digital health using comparative cross-national research methods generates insights relevant to key stakeholders including, policy makers, health professionals, and citizens.
